Published on 14 May 2026, this analytical policy brief reviews Armenia's Water Code and identifies key legal inconsistencies, implementation challenges and gaps with EU water legislation. The analysis highlights the need for a comprehensive revision of the Water Code to improve legal clarity, strengthen water resource management and better align with the principles of the EU Water Directives. Among its recommendations, the brief calls for the development of a new edition of the Water Code, the integration of the National Water Policy and National Water Programme, and the introduction of stronger provisions on wastewater treatment, flood risk management, water quality standards and the protection of vulnerable areas.
