A Green, Resilient, and Competitive Growth Model for theEastern Partnership Countries


EU4Green Recovery East is a regional EU-funded programme to support the Eastern Partnership (EaP) countries in their efforts to make environmental policies and cooperation more effective and more supportive of countries development goals. 

With an EU-contribution of EUR 21.3 million (2025-2028), this programme aligns with the European Green Deal and the EU’s Global Gateway, driving forward environmental policy innovation that create jobs, improve health, and secure vital resources sustainably.

Five components, Five Green topics

Promote Circular Economy & Resource Efficiency
Helping businesses adopt circular models to create new jobs, reduce costs, and decrease reliance on imports.
Protect Water Resources & Reduce Pollution
Improving water quality through better management and monitoring to safeguard public and ecosystem health.
Align with EU Environmental Standards
Supporting governments in aligning with EU environmental policies (Chapter 27 of the EU acquis).
Strengthen Environmental Data & Digitalisation
Improving environmental data integration and sharing at country and EU level for better policy-making.
Enhance Transboundary Cooperation on Environmental Issues
Encouraging regional collaboration on natural resources to promote sustainable environmental policies and practices, addressing cross-border pollution.

History and related EU initiatives

EU4Green Recovery East builds on the results of a decade of EU support for better water management and green economy adoption. 

This new programme is the successor to the green economy, water, and environmental data pillars of the regional EU4Environment programme. The protected areas and forestry pillar of EU4Environment has been extended and will continue until December 2026.

Other EU-funded programmes in the region on similar topics include the EU4Climate Resilience project which supports the green transition, decarbonisation, energy security, and climate resilience in the Eastern Partnership (EaP) countries.
