The European Union is advancing circular economy initiatives across the Eastern Partnership. In late 2025, United Nations Industrial Development Organisation (UNIDO), implementing partner of the EU4Green Recovery East programme (2025–2028), presented the programme’s upcoming actions at two key events in Moldova and Armenia.
In Moldova, these plans were shared at the National Conference on Circular Economy (12–14 November, Chișinău), while in Armenia they were presented at the CirculUP! Closing Event (2 December, Yerevan), highlighting continuity with previous EU-funded initiatives.
In both countries, activities will follow a common approach, starting with baseline assessments to measure current circularity levels. Based on these assessments, the programme will support pilot circular economy projects in selected value chains.
The Circular Economy transformation in the countries will also be guided by methodologies such as Technology Foresight, to identify priority circular technologies and practices available in the country in short, mid and long-term perspectives, and Industrial Waste Mapping, to map secondary raw materials and industrial symbiosis opportunities—helping reduce costs and reliance on imported materials.
In parallel, EU4Green Recovery East will support the identification of regulatory, financial, technical, and digital enabling conditions, with a strong focus on small and medium-sized enterprises.
Circular solutions will be scaled through self-assessment tools for SMEs, the strengthening of Circular Economy Hubs, Resource Efficiency and Cleaner Production (RECP) Clubs to foster peer learning, and an online training platform for enterprises, local authorities, and policymakers.
By combining circularity baseline analysis, targeted pilots, and scalable tools, EU4Green Recovery East will help enterprises improve resource efficiency, reduce waste, and strengthen competitiveness—supporting greener growth and alignment with EU environmental objectives across the region.
