Strengthening Armenia’s Environmental-Reporting Capacities Following EU Standards

A Step Towards Armenia’s Cooperation with the European Environment Agency (EEA)

On 17 November 2025, the EU4Green Recovery East programme hosted a virtual workshop as part of the EU Green Diplomacy Weeks in Armenia, focused on strenghtening Armenia’s environmental reporting capcities in line with EU standards through cooperation and data exchange with the European Environment Agency (EEA) and its partner network, the European Environment Information and Observation Network (Eionet). Although Armenia is not yet part of the EEA network, applying its guidelines already brings tangible benefits and learning opportunities.

The workshop brought together a diverse group of stakeholders from Armenian ministries and their related bodies (Ministry of Environment, Ministry of Territorial Administration and Infrastructures, Ministry of Economy, Ministry of Finance, National Statistical Council, Statistical Committee, and Cadastre Committee), research and education institutions, as well as independent experts and Austrian experts from the Environment Agency Austria (implementing partner of the EU4Green Recovery East programme).

Sharing experiences

The workshop aimed to present the experience of Austria (Austria's Environment Agency) in cooperating with the EEA, highlighting how such collaboration supports stronger environmental governance across Europe.

It was also an occasion to discuss the main challenges Armenia faces in environmental data assessment and reporting, as well as to identify priorities for improving current environmental reporting practices in Armenia in line with European standards and approaches.

Preparing Armenia’s State of the Environment Report (SoER)

Through this workshop, EU4Green Recovery East aims to identify Armenia’s reporting strengths and gaps, and to chart a path toward producing a State of the Environment Report (SoER) aligned with EEA-style guidelines. By doing so, Armenia can strengthen its capacity to collect and communicate environmental information in a structured, policy-relevant format, and lay the foundation for potential future cooperation in European environmental data networks.
