On 17 September 2026, the Cabinet of Ministers of Ukraine adopted a resolution approving the Strategy for the Development of the Circular Economy of Ukraine until 2035. Together with the strategy, the government approved an operational plan for 2026-2028, which includes 64 measures with defined implementation deadlines.
A circular economy keeps products and materials in use for as long as possible, reducing waste and the use of raw materials.
Seven priority sectors
The strategy identifies seven priority sectors: food production and distribution, agriculture, construction, textile manufacturing, electrical and electronic equipment, the extractive industry and metallurgy. Plastics and packaging, as well as batteries and accumulators, are addressed separately across all sectors.
Five strategic objectives
The strategy sets out five objectives: to establish a regulatory and institutional framework aligned with EU legislation; to create conditions for sustainable circular business models; to develop innovation, infrastructure and digital tools; to engage citizens and local communities; and to build human resources and institutional capacity.
Targets for 2035
Key targets of the strategy include:
- at least 30 per cent of public construction tenders will include sustainability criteria for recycled and secondary materials;
- Ukraine will align its laws with EU legislation and introduce extended producer responsibility for textiles;
- food banks will receive 20 per cent of the edible food that retail outlets would otherwise throw away;
- at least 100 companies and start-ups will receive support through dedicated financial or technical instruments.
Operational plan until 2028
The operational plan provides for a financial mechanism to support circular business models for small and medium-sized enterprises. National standards based on International Organization for Standardization (ISO) standards 59004, 59010 and 59020 are expected in 2027. Digital product passports, which record a product’s materials and origin, are planned for 2028.
The strategy and the operational plan are available on the website of the Cabinet of Ministers of Ukraine.
