Request for Service for Preparatory Work for the Implementation of Material Flow Accounts, Environmental Taxes Accounts and Air Emissions Accounts
Under the EU-funded programme EU4Green Recovery East, Component 3, Umweltbundesamt GmbH is launching a call for expert services to support the Republic of Moldova in preparing for the implementation of Regulation (EU) No 691/2011.
ToR 2 represents the implementation phase of Moldova’s preparatory process for environmental-economic accounts under Regulation (EU) No 691/2011. Building on the analytical and institutional groundwork established under ToR 1, the assignment aims to operationalise the compilation, validation, quality assurance, and reporting of three priority modules:
- Material Flow Accounts (MFA)
- Air Emissions Accounts (AEA)
- Environmental Taxes Accounts (ETA)
The support will enable Moldova to establish a Eurostat-compliant statistical production system, including pilot datasets, methodological documentation, validation procedures, and quality reports aligned with European Statistical System requirements.
The objective is to support Moldova’s EU accession process by strengthening statistical capacities, methodological frameworks, data collection and processing systems, and inter-institutional coordination mechanisms.
This work will enable the country to ensure full compliance with the EU statistical acquis and the regular production and reporting of environmental-economic accounts from the first year of EU membership.
