The tender is being launched by Environment Agency Austria (UBA), coordinator of the EU4Green Recovery East (EU4GRE) programme (2025–2028) and leading partner for the Component 3 on EU Environmental acquis.

The purpose of this assignment is to support the Republic of Moldova in carrying out preparatory work for the implementation of EU regulation No 691/2011 on environmental economic accounts. This EU regulation establishes a common framework for the collection and reporting of statistical data that captures the relationship between the economy and the environment. The work covers three specific accounts:

  • Material Flow Accounts (MFA)
  • Air Emissions Accounts (AEA)
  • Environmental Taxes Accounts (ETA)

The assignment aims to strengthen Moldova's statistical capacities, methodological frameworks, data collection and processing systems, and inter-institutional coordination mechanisms. This will enable the country to produce and report environmental-economic accounts from the first year of EU membership, in full compliance with the EU statistical acquis. This work contributes directly to Moldova's EU accession process and supports the programme's broader goal of aligning partner countries with EU environmental standards and governance frameworks.
