Call for tender – Support for the implementation of a risk-based screening and prioritisation framework for Nitrate Vulnerable Zones (NVZ) in Ukraine

This tender is being launched by the International Office for Water (OiEau), one of the implementing partners of the EU4Green Recovery East programme.

The assignment aims to support the Ukrainian authorities in establishing the technical and data foundation required for the implementation of Council Directive 91/676/EEC (Nitrates Directive) and the future designation of Nitrate Vulnerable Zones (NVZs), with a particular focus on surface waters. To address limited monitoring coverage and incomplete historical datasets, the selected service provider will compile, digitise, harmonise, and document available environmental, hydrological, agricultural, and water quality datasets into a unified geospatial platform and NVZ geodatabase. This integrated database will serve as a long-term national resource supporting NVZ designation, Water Framework Directive (WFD) implementation, and River Basin Management Plans (RBMPs).
